Finding the right path can be tricky, especially when there are so many options to choose from! We recently announced that we are officially accredited as a Skills Development provider for the National Occupational Certificate: Solar Photovoltaic Standalone Systems Installer (NQF Level 04) & Occupational Certificate: Solar Photovoltaic Standalone System Mounter (NQF Level 04) QCTO-accredited courses, and there were a lot of questions relating to how these courses differ from our current PV GreenCard offering and what this means for our alumni.
Today, we're going to cover some of the frequently asked questions we've received since making our announcement. This article will provide a breakdown of:
What a QCTO Qualification is
What a PV GreenCard is, and
The differences between the PV GreenCard and the Standalone QCTO Qualification.
Let's get started!

A Look At A QCTO Qualification:
Before we dive in, we need to unpack what QTCO is. The Quality Council for Trades and Occupations (QCTO) is a statutory body under the Department of Higher Education and Training (DHET), responsible for:
Developing and managing occupational qualifications
Overseeing quality assurance of trade and occupational training
Accrediting Skills Development Providers (SDPs) to offer training
Therefore, a QCTO qualification is a nationally recognised occupational qualification designed to prepare learners for specific jobs or trades. It includes:
Knowledge (theory)
Practical skills
Workplace experience
This form of learning is typically delivered through the Occupational Qualifications Framework (OQF) standards and is registered on the National Qualifications Framework (NQF).
The table below provides a brief summary of the key features of a QCTO qualification:
Feature | Description |
Occupation-focused | Prepares learners for a specific job or profession |
Modular & Integrated | Includes knowledge, practical, and workplace modules |
Workplace-based learning | Often includes real-world work experience |
Nationally Recognised | Registered on the NQF and recognised by employers |
Examples | Solar PV Technician, Electrician, Hairdresser, Chef, Bookkeeper |
Nepoworx is accredited as a Skills Development Provider for the following QTCO-accredited courses:
National Occupational Certificate: Solar Photovoltaic Standalone Systems Installer (NQF Level 04)
Occupational Certificate: Solar Photovoltaic Standalone System Mounter (NQF Level 04)

What is a PV GreenCard?
A PV GreenCard is a South African industry quality assurance and skills certification programme for Solar PV (Photovoltaic) installers. It’s designed to ensure safe, compliant, and professional installation of solar systems across the country. It is important to note that this is a voluntary certification and installation quality assurance programme developed by the South African Photovoltaic Industry Association (SAPVIA) in collaboration with the German Solar Association (BSW-Solar) and GIZ, and it serves two main purposes:
Skills Certification – for qualified solar installers
Installation Quality Record – like a “solar logbook” issued to clients after installations
The burning question we get is, "Why should I get a PV GreenCard?" Well, let's look at some of the benefits below:
As an Installer, attaining a PV GreenCard...
Certifies your skills and boosts credibility
Makes you part of a national installer database
Improves chances of employment or procurement eligibility
Recognised by banks, insurers, and municipalities
As a customer, having your system installed by someone who has a PV GreenCard...
Ensures the system is installed by trained, competent personnel
Is useful for warranties, insurance, and resale
Now that you know the benefits of having a PV GreenCard, what steps do you need to follow to get one? Let's look at the steps below:
You must be an electrician (or equivalent) with at least an NQF 4.
Attend accredited training through SAPVIA-endorsed institutions such as Nepoworx
Pass the Theoretical and Practical Assessment, which includes a written exam and a real-world simulation.
Register on the SAPVIA PV GreenCard Installer Database
Pay the registration fee
Stay compliant with CPD (continuing professional development)
As part of the PV GreenCard Training, you will be assessed on:
Electrical and mechanical safety
Design principles of solar PV systems
Installation best practices
Testing and commissioning procedures
SANS compliance (e.g., SANS 10142-1)

PV GreenCard vs A QTCO Qualification: What's the difference?
Now that we have an idea of what a PV GreenCard is, let's have a look at how it differs from our QCTO Offerings:
Feature | PV GreenCard | QCTO Qualification |
Issued by | SAPVIA | DHET via QCTO |
Purpose | Industry-recognised installer competency | National accredited occupation |
Scope | Short-term, focused on solar installation | Broad occupational development |
Accreditation | Voluntary, industry standard | Nationally required for formal work/TVET |
Recognition | Recognised by industry and insurers | Legally recognised qualification |
